GENERAL INFORMATION
 
  • This position is with the Department of Energy’s Renewable Energy Division and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.

  • This recruitment will be used to establish a list of qualified people.  The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.

  • This is a permanent, full-time position located in Salem.  The position receives full fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

TO QUALIFY
 
Your PD 100 application form will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
  • Three years of technical or professional experience in regulatory policy or economic analyses of energy, environmental or natural resource issues, AND

  • A Bachelor’s degree with major study (30 quarter hours or 20 semester hours) in economics or environmental or physical science; or three additional years of relevant experience. An advanced degree in one of the above areas may substitute for one year of the work experience.

  • Preference will be given to those who have experience performing economic analysis of energy policy issues.

DESCRIPTION OF DUTIES 
 
The purpose of this position is to provide the highest level of technical, economic and policy expertise to working groups, subcommittees, the Governor’s office and various other public bodies regarding climate change, greenhouse gases and energy. Major duties include:
 
  • Design, conduct, write, and present complex, interdisciplinary studies involving economic, technical, statistical, engineering, scientific or policy analyses.  Conduct such studies of the region's electric and natural gas systems and resource development efforts.

  • Research energy issues and regulatory policies.  Monitor activity and recommend agency participation in federal actions and other governmental proceedings affecting Oregon.

  • Evaluate policy issues and proposals related to the environmental, financial, social, and economic impacts of energy use or production. Develop agency responses to utility integrated resource plans (IRPs) and requests for proposals for resources (RFPs).

  • Conduct policy, technical, engineering, economic or institutional studies of the region's electric and natural gas systems and resource development programs.  This may include computer modeling and data collection, working with the PUC, electric and gas utilities, the Bonneville Power Administration, the NW Power and Conservation Council, ODOT or other organizations.  This may also include testifying before PUC and other bodies.

  • Write proposals for State policies, legislative proposals, administrative rules, strategies, and programs related to both renewable and fossil fuels.  Work with other state agencies to foster renewable energy resource development and to reduce Oregon’s dependence on fossil fuels.

  • Develop state, regional and national policies and standards on a greenhouse gas cap and trade system or similar structure and on other areas of energy policy coordination.  Identify, quantify and evaluate measures designed to cap and reduce greenhouse gas emissions. 
     
  • Provide technical expertise and support for transmission or connectivity solutions.  Participate in regional, national and international forums developing greenhouse gas emissions policy and relating to state implementation of emission reduction measures.

  • Provide technical assistance to potential developers and accurate information on energy resources to Oregon citizens. Promote Oregon to business and industry associated with renewable energy and/or greenhouse gas reduction/sequestration activities. Such assistance and information may include financing alternatives, market demographics, feasibility assessments and other information needed to encourage efficient use of energy resources and the growth of a sustainable energy business market in the state.

  • Write position papers, legislative concepts and testimony, agency backgrounders, and budget narratives that set forth State policies on a wide variety of energy related topics.

  • Write letters, memos, and speeches for division heads, the director, and the Governor articulating particular state policies and the relevant supporting analyses. 
 
WORKING CONDITIONS
 
Work is conducted in a typical office environment.  This position requires frequent in-state travel; primarily day trips to Portland and periodic out-of-state, overnight travel.
